Privilege Levels 

A new user can be created using the following commands:

- user <USERNAME> group {administrators | operators | auditors | <USER-GROUP>} password [ciphertext <CIPHERTEXT-PASSWORD> | plaintext <PLAINTEXT-PASSWORD>] 

- user-group <group-name> 

- show user-list
